Following closely the mission of Cotton Incorporated, the PSSP’s mission is to improve the demand for and profitability of cotton. However, strategies and activities created under this program are generally designed to enhance the specific needs of the individual cotton-producing states.
Each year, the Cotton Board will calculate and submit a State Funding Calculation to Cotton Incorporated no later than April 1. Such calculation will be based on the best estimates of the most recent five-year average of the state’s assessments available to the Cotton Board. The amount of funding made available to the State Committee by Cotton Incorporated is based on 7.5% of total assessment funds attributable to collections from cotton ginned in the State, less up to 5% to administer the PSSP. These funds are divided among the states according to production. Within each state is a grower led committee that sets priorities, request proposals from their local research institutions and allocates their share of the PSSP funds. Once projects have been identified by the committee they are managed by the Agricultural Research technical staff.
Amount of Funds Available
Cotton Incorporated shall, no later than January 1 of each funding year and preferably by June 1 of the year prior to the funding year, provide a report to each State Committee advising it of the amount of funds available for Projects to be developed and recommended by the State Committee for that fiscal year. Efforts will be made to provide funding levels soon after the Cotton Board has indicated funding levels for the next fiscal year.
No more than one percent (1%) of the funds allocated to a State Committee shall be used for administrative expenses of the State Committee.
